Defibrillators (Automatic External Defibrillators AED) are the only way to hopefully restart a heart that is not working correctly. Prompt action of starting CPR along with the application of the pads of the AED and a shock give the best chance of survival. The Resuscitation Council, who oversee all things Cardiac Arrest suggest for the best chance of survival to hospital discharge this process should only take around 3 minutes.
